The University of Kent is providing the Open Development Envionment

The Open Development Environment is for promoting open and cooperative working methods in local government and the UK public sector. It provides a national infrastructure to collaborate on software, processes, training material, ideas and solutions, all shared in an open manner. This is to allow more effective and efficient working across government by reducing replication of effort.

Open Development Environment is a free service to Open Source developers offering easy access to the best in CVS, mailing lists, bug tracking, message boards/forums, task management, site hosting, permanent file archival, full backups and total web-based administration.

The online collaborative repository is run by Computer Science at the University of Kent with the co-operation of Shepway District Council which is releasing a number of its own software packages under the GNU General Public Licence using the environment.
